you should use ext2simg, not img2simg. It should come in android-tools-fsutils (debian/ubuntu)
Yes, it works fine with ext2simg. I'm kind of surprised by that, given that img2simg is supposed to be fairly general.
But, with these steps, the first boot does resize the rootfs to fill out the remaining space.
